Massive Irregularities in Serbia Procurement

Serbia's Public Procurement Office has found potential irregularities in 2009 public procurements worth over 100 million euros.

In an interview with the daily Blic, Head of the Public Procurement Office Predrag Jovanovic said that information from previous years indicates that about a quarter of public procurement in Serbia is carried out without tender.

He reportedly could not state the specific examples of who or how they could have abused the public procurement system since, as he put it, the National Audit Institution, DRI, is the only institution that has access to all documents related to public procurement and the ability to check them.

The procurement office passes its reports to the DRI, to check them. "The National Audit Institution, after checking our reports, goes with the final conclusion," the daily quoted Jovanovic as saying.

The DRI report on the final budget bill for 2008 has unveiled numerous irregularities in the spending of budget funds, not only in the public procurement system, but in all controlled institutions: 14 ministries, three administrative and Serbia's Directorate for Property.

The daily reports that the president of the DRI, Radoslav Sretenovic, could not specify who has violated the law the most when it comes to public procurement. He added that DRI will not trigger action against budget users who had violated regulations before they hear from the parliament's committee responsible for finance about the report.

Once the committee considers the DRI report, proceedings will be launched against those responsible in the institutions that cannot demonstrate proper use of public money.

"According to the Law on the State Audit Institution, in more serious cases of violation of good business there is a measure dismissing the responsible person and every budget user know exactly who is the responsible person," Jovanovic said.
