Bomb Targets Kosovo Decentralisation Official

A bomb has exploded under the car of an official charged with forming a new, Serb-majority, municipality in Kosovo.
The device was placed under the vehicle of Refik Halili, who is a member of a team that is forming the new municipality of Klokot, in south eastern Kosovo.
The bomb exploded on Monday at around 2.30am, causing damage to the car, which is the property of the Ministry for Local Government, but no injuries were reported.
The creation of the municipality of Klokot, alongside four other municipalities and the extension of Novo Brdo, is part of the decentralisation process prescribed by former UN envoy to Kosovo Martti Ahtisaari.
The International Civilian Office, ICO, is responsible for the implementation of the Nobel Peace Prize winner’s package, which led to Kosovo’s declaration of independence.
ICO head Pieter Feith told Balkan Insight that the car bomb was “clearly unacceptable”.
He said: “I have spoken to Prime Minister Hashim Thaci and Kosovo Police about this case and asked to bring this case to justice as soon as possible."
The 15 November local elections are planned to take place in Klokot.
