The International Civilian Representative in Kosovo, Pieter Feith, has said the appointment of a team to create a new Serb-majority municipality in the divided city of Mitrovica could herald a 'new beginning'.

Kosovo's local election campaign officially starts on October 15, but at least two parties have jumped the gun, local media report.

The Kosovo Democratic Party, PDK, has already started putting up posters in Pristina, while the Alliance for Kosovo's Future, AAK, has done the same in Pristina and elsewhere, Kosovo media reports.

The Central Election Commission, CEC, consider this a violation of the electoral law and has called on the parties to wait until the campaign officially starts.

“In my opinion, they are violating the law, because the law determines when the election campaign starts,” said Nesrin Lushta, head of CEC. 

Lushta says that parties have failed to provide sufficient information on their candidates for the local elections. “Parties should be careful when they present their candidates and not present inexact data,” she said.

Members of the CEC have expressed their concern regarding the certification of candidates. They say that those standing for office should not be cleared to run prior to the verification of their information by the police, prosecution and anti-corruption agency.

The CEC has announced that parties will draw lots on October 2 to decide their order of appearance on the ballots.
