Bosnia Plunges Deeper Into Crisis

Bosnia plunged deeper into political crisis over the weekend after Bosnian Serb leaders abandoned crucial negotiations, accused a US diplomat of conspiracy, threatened to pull out of joint institutions and even call for a referendum on independence.

This was only a part of the infuriated response of the leadership of the Serb-dominated Bosnian entity of Republika Srpska to criminal charges that were pressed last week against its Premier Milorad Dodik and several other senior Serb officials.

“Even the little faith I had in the state of Bosnia and Herzegovina is now lost due to this farce with the criminal charges against me,” Dodik told media on Saturday. “We have made this country pointless.”
 
The charges were reportedly submitted last week by the State Investigation and Protection Agency, SIPA,  to the Office of the state Public Prosecutor, referring to alleged fraud and misuse of some 70 million euros from the Republika Srpska budget through several construction and development projects.     
However, the charges were brought in an irregular fashion that made Bosnian Serbs suspect some conspiracy or foul play --  charges were reportedly pressed on Tuesday but outside of regular procedures so that top Bosnian Serb officials in both SIPA and the Prosecutor’s Office learned about the case from media on Thursday.
 
SIPA officials publicly refused to provide any details or even confirm the charges while media reports – citing unconfirmed information or anonymous sources – added to the overall confusion by providing different and even contradicting information. Even the number of people included in the charges varied in different reports between 11 and 14.
 
While SIPA opened an internal investigation into possible violations of the official protocols, Dodik and other Bosnian Serb officials claimed the case was politically motivated and aimed at weakening Republika Srpska. They claimed the case was orchestrated by Bosniak (Bosnian Muslim), Croat and international officials working in tandem against the Serbs.
 
In an interview given through video link to the Sarajevo-based Hayat television on Saturday night, Dodik said that the entire case was probably devised by the principle deputy High Representative in Bosnia, US diplomat Raffi Gregorian. In November 2008, Dodik’s government  pressed criminal charges against Gregorian and eight other Bosnian and international officials for “conspiring against Republika Srpska.”
 
Obviously enraged by the case, Dodik turned his ire on journalists from the other Bosnian entity of the Bosniak-Croat Federation. Coming out of the extraordinary government session on Friday night, he called SIPA officials “idiots” and said that his government has built the disputed government building “in spite of you (people) in the Federation.”  Addressing a Federal TV reporter, he said “I hope you get high (blood) pressure and I hope your heart fails.”
 
Still fuming, Dodik torpedoed the next round of crucial negotiations among the leaders of the three strongest national parties, which took place in Mostar on Saturday. The meeting with Bosniak Sulejman Tihic and Croat Dragan Covic ended after only an hour, after Dodik delivered an ultimatum to the two leaders that they accept several preconditions, including recognising the right of Republika Srpska to self-determination and a referendum for independence.
 
Over the past few years, Dodik has repeatedly threatened to pursue independence for Republika Srpska, but other local and international officials stressed that neither of the two entities in Bosnia has the right for self determination or separation. These statements over the past three years increased political and ethnic tensions and brought the country into its worst crisis since the end of the 1992-95 war.
 
After the other two leaders rejected the ultimatum, Dodik abandoned the meeting. All three leaders said  they agreed that the meeting could not continue in such a negative and tense atmosphere but resume in a few days time. 

Commenting on the tension, even Bosniak leader Tihic conceded that the charges against Dodik came at the “bad moment.”  Without elaborating he expressed concerns that “maybe somebody doesn’t care” for the three leaders to find a way out of the current crisis.
 
Meanwhile, Bosnian Serb officials were still contemplating their next moves. In several statements to different media over the weekend, Dodik said that some of the options included withdrawal of all Serb officials from joint institutions as well as a referendum for self-determination.
 
The Serb member of the Bosnian Presidency, Nebojsa Radmanovic, called upon all Bosnian Serb political parties, citizens and non-governmental organizations to help the government to “stop these processes.”
 
Replies came immediately over the weekend, as one Serb veterans’ association warned that Bosniaks are secretly arming themselves, and together with several other similar associations pledged to stand with the government and protect Republika Srpska by all means.
 
Even the influential Serb Orthodox Church reacted, as one of its main figures in the country, Bishop Grigorije, warned that “nobody should play around with Republika Srpska.”
 
“That would mean that they are calling us again to put up everything we have to protect our existence in Bosnia and Herzegovina, that is Republika Srpska,” Grigorije said.

I say remove all the foreign troops out of balkan and let em have another war... i bet on my life that, if there was another war? i would be surprised if 1 serb will survive... these goverments out there in bosnia,croatia,slovenia,macedonia,montenegro,kosovo, ect are way too soft with em serbs... way too soft... i say forget the rest of the EU and start another war,, then u,ll have peace all over balkan,ones all serbs get destroyed...

The war ended 13 years ago and Bosnia is still crippled by these problems. They will not go away as long as the Republika Srpska exists. The Dayton agreement was basically just a ceasefire.

The problem is that RS cannot survive as it is today, the wanted to make it their land with genocide, etnic cleansing, mass rapes and concentration camps. That is the way they wanted to achieve independence by making the current RS 90% Serb. And know they are yelling that there is injustice towards RS. Normal people call that justice. Think about it. What if the Alley's stopped at some point when they liberated half of germany and signed a peace agreement with the Nazi's and allowed them to have their own government etc etc. This what has been done to BiH, there was no clear victor.

Hey HEY! Enough with the war talk and destroying of a ethnic group. They are our Bosnian brothers and we will reform our way out of this crisis. The situation has been uneccesarily exploited by both sides. What will happen is a economic crisis that will crimple the nation and hopefully than people will worry more about economies than ethnicity and thus starting a process of reforms that will lead to a better life for everyone.

No War And No "RS"

Why is it called "Repulika Srpska"? The name itself is extremely discriminatory and that part of BiH is in fact an ethnically cleansed apartheid entity. Why still use kid gloves with indicted criminals like Dodik? The last several years he has stated nothing else except that he wants to destroy the internationally recognized sovereign country of Bosnia and Herzegovina in order to form the fantasy land called "Dodikstan". The US should have let the Bosnian army enter Banja Luka in 95 to bring this Serb genocidal experiment called the "RS" to a close instead of leaving it to destabilize Bosnia and the entire western balkans.

If only. I mean, I wouldn't want to destroy any ethnic group in BiH either. But there was one aggressor and one victim of aggresion. That is completely clear and none of that "all sides did bad things" talk will exonerate them. I'm sorry having to tell you that what you say is an appealing theory unfortunately not backed by facts. Times of crisis are also the times for political adventurers to profit from it- by pointing out the scapegoat. The last time there was a big global economic crisis saw the rise of Hitler and Nazism - with all the horrible consequences (also for your part of the world) that followed. On the contrary, I fear that when the project of presenting the "RS" as the better part of Bosnia-Herzegovina fails (CEZ has already pulled out of a big energy project and offered it to the State of Kosova instead-so there, chetniks) then Dodik (as clever a manipulator and demagogue as they come) will place the blame squarely on the Bosniaks and say "Let's finish the job our dear Rasho could not complete!" So, The Bosniaks should be prepared for anything. I mean after what happened in 1992-1995 they should not give themselves to illusions as to what they can expect from the "Serbs"!

The Orthodox clergy

The Orthodox clergy are as evil as Karadzic (they actually helped hide him), they hate all Muslims just as Cardinal Cisneros in Spain did. That is the impression I got from their statements. For the uninformed: Cardinal Jimenez de Cisneros was appointed bishop of Granada after the Catholic Kings conquered it in 1492. Not only did he order the library of Granada and all Arabic books burned, he also financed and personally led several military campaigns against the Muslims in North Africa. And he had the Muslim population of Granada subdued and forced them to be baptized. Wood carvings of this can still be seen today in Granada in the chapel where the Catholic Kings are buried. And then he unleashed the Inquisition on them. For me he is a despicable figure, an evil little bureaucrat of genocide and culturicide, a man with a cold heart and a black, empty soul. The Orthodox clergy are the his worthy successors. And as I have seen on the "Skorpioni" video they blessed the troops that stormed Srebrenica and foully murdered over 8.300 people there and raped maybe 2000 women and girls (the precise number has unfortunately not been established but it is a fact that they raped more than 100). If it ever can be proved that one of them is guilty of war crimes he should be locked up for the rest of his miserable wretched accursed natural life in a cell with no windows, with no visit from relatives, nor letters, nor packages, like Rudolf Hess was! It's so sad for me to see whenever I come to Granadain the historic landmarks there how the Spanish Muslims were humiliated. But then I must remond myself of the medieval church bells captured by the Almoravids and Almohads in medieval Christian Spain and now serving as chandeliers in the Qaraouine Mosque in Fes in Morocco. I really should post some photos of that to my Bosniak friends, to lift up their morale. I'm proud to be a Muslim, and if I ever had the misfortune to fall into their hands, and any of them said to me "Be baptized or be killed" I would spit in his face!

Balkan crisis: what's new?

Unfortunately COMMON SENSE doesn't apply to the Balkans. Kosovo's independence set an unfortunate precedent. Their "genocide" at the hands of Serbs "murderers" gave the "moral victory" they had concocted with the help of Americans many years back. Now it's the Serbs' turn to get the justice they so deserve. History counts in the Balkans more than in other parts of Europe in that it is felt more deeply. In WWII they were victims to Muslims Croatians and Albanians and in that light got a raw deal in the last few years, even though they are far from innocent for the devastation of former Yugo since 1991. Anyway, to make my point, Srpska Republika's indepedence bid might be discouraged but it will bring the notion of "justice" in the Balkans full circle. After being screwed so many times by their neighbors, the Serbs will for once enjoy the satisfaction of getting what *they* want. After all, Croatia managed to expel its Serbs out of Krajina(with NATO help) and Kosovo got its independence from Serbia(USA support). The Bosniaks and Bosnian Croats should only blame the Kosovar Albanians for the Srpska Republika's eventual formation into a full-fledged independent nation. I reckon that for many years to come Kosovar passports will not be recognized in all of *former* Bosnia in the forseeable future.

Abdul Majid, historically, the Holy Roman Catholic Church has proclaimed that outside the Catholic Church there is absolutely no salvation, and 'Orthodox' Christians are just as damned to Hell as Muslims unless they're baptised as Roman Catholics... Also, historically, Roman Catholicism was opposed to non-Catholic places of worship, like mosques, for example, being built in Catholic countries... During the 1960's, Vatican II erroneously changed much of Catholic truth to accommodate non-Catholics more, and Muslims flooding into Christian Europe, and causing social problems, is an unfortunate consequence of that... True Roman Catholics consider any "religion" apart from Roman Catholicism as false, and don't want to coexist with them...

Let me tell you something, when belgrade is targeted and shelled every day for couple of years, when serbs become victims of snipers, when few millions of serbs are forced to leave serbia, then we can talk about RS being independent. It started 4 wars and lost them all. Sometimes I start to feel sorry for you guys. Thatthe barabvric destruction of teh Stari Most was a legitimate act of defense (Too bad the Bosniaks never managed to get Slobodan Praljak, the perppetrator of that monstrous crime. Hope he will rot in jail and die there. And I tell you, After heayring the statements of certain Bosnian Catholics I underzand them better. And Bosnia-Herzegovina has been the homeland of the Boanian Muslims for 600 years. Nobody has the right to expel them from it. And certainly not those who make up a total of only 12% of its population.

Love among all Bosnians

All Bosnian people need to embrace each other as fellow citizens and brothers/sisters. But this friendship can not be build between peoples as long as the current governmental structure promotes ethnic/religious segregation. Bosnia needs a truth and reconciliation process like the one that took place in South Africa. Just as South Africa, a formerly segregated and nonfunctional state has turned itself into a multiethnic truly democratic state so can Bosnia with serious reform be turned into a multiethnic, multi-religious, and democratic country that respects all its citizen's human and social rights. All citizens of Bosnia need to be treated equally across all of the territory of Bosnia and Herzegovina with no discrimination or segregation. We need love among all Bosnian citizens to move the country forward.

You said it better than me. And that holds true even when the Bosniaks become the majority (>67%), for all human beings are created equal and are equal before God. But then and again I read news that show only despair; or spiteful, offensive, brash, downright criminal contents by those who still dreamof Greater Serbia, and I'm getting tired to reply to them. Why is it allowed here on this forum to deny, belittle or relativise, e.g. Srebrenica? That is not an opinion, it's a crime. Whoever utters it is in my eyes, a criminal. No need to say "The Bosniaks too killed people" That may be true, but it does not exonerate the Serbs a bit. Maybe the admins here think that by allowing these people to expose themselves in that manner they are letting them ridicule themselves? But as for the general situation in the former Yugoslavia, and as to the mentality of the apologists of the genocidal Greater Serbia project, I can only say, to quote Max Liebermann: "I can't possibly eat as much as I'd like to throw up!" The problem is that the Serbs and Croats fear that they will be overwhelmed in Bosnia-Herzegovinsa, due to 1.) their own hateful attitude towards it, and 2.) their numbers shrinking, while the number of Bosniaks is apparently increasing. So their response or worst-case scenario goes something like this: Dodik and his cronies refuse to cooperate on anything until they can force the Bosniaks to sign away the "RS". Then they think that, as the Bosniaks are militarily weak they can lock them into a Balkan version of the Gaza Strip. No need to describe what this would mean for the Bosnian Muslims. They would be turned into the Palestinians of Europe. No need to try and reassure the Bosnian Croats and Serbs that in a predomoinantly Muslim Bosnia their citizens' rights would not be compromised. They flatly refuse that. No need to point out to Serbia and Croatia , and to the western powers that it is not in their best interest to have a similar situation here as inthe Middle East. Politicians only follow their own agendas, not the best interests of their peoples on states. It is for me not a question of if but of when the Serbs will attack the Muslims again. When that happens the Muslims must win,or else Bosnia-Herzegovina will be erased off the map. Because if they lose the Bosnian Croats will jump on the bandwagon again, lik elast time. Now if only the tables were turned then they woud not, for they know that they only represent 12% of the peopulation and that if they want to remain there they'd better be cooperative. But they won't. Even who is not a particularly religious person has a feeling of superiority because of his religious background. Christians feel superior to Muslims, and vice versa. I would like to point my finger at the Orthodox church in Bosnia and at large parts of the Catholic clergy, but the truth is that a rather small but very vociferous part of the Bosnian Muslims also incurs in that fault. I fear that the Muslims, if they don't wish to be erased from the map or locked into a Balkan Gaza Strip, they will have to impose their legitimate rights by force. I don't like the notion of that either, but unfortunately I see no other way. It is not possible for them to reason with their enemies who believe that might mnakes right,because last time they were allowed to get away with genocide. Yet it would be foolish to utter any threats. Let the Serbs utter all the threats. May God help all true and honest Bosnians. They will definitely need it.

Never Again

Abdulmajid, you are correct in saying that the Bosniaks must not allow themselves to be placed in an ethnic ghetto surrounded by enemies. After the Holocaust the wise Jewish leaders in the world loudly proclaimed "never again" and the Bosniak leaders must also say loud and clear "Never Again". A hundred thousand Bosniaks were slaughtered in the war while Europe watched for four years. It is up to the Bosniaks to clearly define their national interest in maintaining a cultural/national identity and a country in which they can live in peace with the Bosnian Serb and the Bosnian Croats who are their fellow countrymen. Bosniaks need to choose a path of moderation, democratization, and coexistence with their fellow countrymen and neighbors but they must not be weak in defending their national interest which is having a sovereign state of Bosnia and Herzegovina in which they can live with dignity. The Bosniaks must not allow themselves to become a people without a land enclosed in a ghetto because they are too lazy to actually democratically engage in the political/social cause of keeping Bosnia as a unified and multi-ethnic state. Peace and tolerance but also strength and resolve to fight for what is right must be the values that Bosniak leaders and people aspire to. Nobody can allow themselves to be helpless due to disunity and laziness and then play the victim card over and over again. Bosniaks were the victims of savage hatred too many times and they must not ever allow themselves to be helpless victims again.
