Montenegro leads Europe in the number of mobile phones per capita, and ranks second worldwide, according to a report from the International Telecommunications Union.

The report looked at the 20 countries across the globe with more than two mobile phones per capita.

Montenegro, which has a population estimated at 620,000 people, is home to 1.3 million mobile phone subscribers, a penetration rate of 210 per cent.

The United Arab Emirates took first place in the global ranking. With a population of 4.6 million people and 10.7 million mobile phone subscribers, the country has a penetration of 233 per cent, Bloomberg reports.

In third place is Macao, which has a population of 540,000 and one million users, followed by the Cayman Islands with a population of 60,000 and 108,000 subscribers.

Russia ranked in 11th place on the global listing, with Lithuania not far behind in slot 13. Portugal stood at 16th, followed by Luxembourg at 19th and Italy at 20th.

Analysts at the ITU say that it is not surprising that in small countries the number of mobile phones per capita is greater, because these countries often have many bordering countries and a large number of visitors and foreign workers.
